The Victoria Tourist Information visitors center overlooks the Inner Harbour. This panorama was taken from the platform outside, it shows the harbour view. The Information Center is behind (if you can say that in a panorama, but you can tell because it says 'Visitor Center, Tourism Victoria, Information' on the outside). There is a tall clock tower, but it is too high to capture fully in this picture. You can also see the Parliament building on the other side of the marina, and the famous Empress Hotel is to the left of the boats.
